By deliberation of December 17, 2020, the community of municipalities Chateaubriant-Derval has adopted the principles of the regional delegation agreement of the Pays de la Loire for the management of transport on demand which took effect July 1, 2021 for a period of one year following the
dissolution of the region’s inter-municipal public transport union (SITC) Chateaubriant-Nozay-Derval.
Since the July 1, 2021Ie transport service on demand was extended from six to ten half-days each week in order to develop its attractiveness and broaden its public of users.
In parallel, the community of municipalities continued its promotional action with the sale of books of ten tickets for new users at the price of 12 € instead of 21 € offered by the Pays-de-la-Loire region.
« As part of the implementation of its regional development plansustainable development and territorial equality, the Pays de la Loire region has decided to gradually offer in all territories a new on-demand transport service” informs the Châteaubriant-Derval community of municipalities.
Experimenting with a new formula
« In view of the partnership initiated for several years for the development of new transport solutions on the intermunicipal territory such as the tram-train, the C’busbikes
electric and the mobility centre, the Pays de la Loire region has chosen the Châteaubriant-Derval Community of Communes to experiment with this new formula on-demand transport from July 1, 2022.
This evolution of transport on demand has resulted in several new features:
- A simplified registration by phone call when making the first reservation.
- Operation Monday to Friday excluding public holidays.
- One round trip per day with freedom of choice of time between 7 a.m. and 7 p.m. on reservation the day before before 4 p.m. (one hour minimum at the place of destination).
- A time range extended beyond 7 a.m. to 7 p.m. for connections with trains and coaches.
- A SMS confirmation with reminder the day before and one hour before the appointment.
The freedom of choice of hours travel was accompanied by an evolution of the service from breakpoints to breakpoints with maintenance of the door-to-door service limited to 70 year olds and over and people with reduced mobility.
The dialogue with the Pays-de-la-Loire region has made it possible to launch the experiment from July 1, 2022 to June 30, 2023 on a service of 114 stopping points spread over the 26 towns and cities and 63 villages and hamlets and 28 destinations, including the hospital center in Châteaubriant and its annexes, inter-municipal aquatic areas and the main economic activity zones.
The Pays-de-la-Loire region signed a contract with a carrier to mobilize nine vehicles including one adapted for people in wheelchairs in order to ensure the service every day with the use of software which assists drivers to choose the most suitable route according to the
The community of municipalities ensures the registration of reservations at the mobility center users until the day before before 4 p.m. for a trip the next day. It is supplemented by teleoperators in a regional call centre.
+57% growth in journeys in four months
VSe new on-demand transport service is entirely financed by the Pays-de-la-Loire region. Expansion of door-to-door service users between 70 and 74 years old which was not provided for by the Region, was requested by the community of municipalities, which bears the additional cost relating to this age group.
The attendance of first four months of the experiment of this new on-demand transport service shows a growth of +57% in journeys.
From July to October 2022, 2,898 round trips or round trips were thus recorded, compared to 1,844 over the same period in 2021.
In order to formalize this delegation of management skillsa five-year agreement to be signed with the Pays de la Loire Region is proposed in the appendix.
