CAN 2021: Why Mouelle Kombi signed the framework agreement

Cameroon can breathe a sigh of relief. The organization of the Africa Cup of Nations (CAN) scheduled for January 9 to February 6, 2022 is definitively acquired. The signature of theFramework agreement relating to this 33rd African football high mass took place on October 22 in Yaoundé. The ceremony held at the Palais Polyvalent des Sport gave rise to an unprecedented event: the Framework Agreement was signed by three entities, instead of two as tradition dictates. The first vice-president of the African Football Confederation (CAF) Augustin Senghor signed on behalf of the umbrella body of continental football. While Cameroon has had, not one, but two signatories: the Minister of Sports Narcissus Mouelle Kombi and the interim president of Fécafoot Seidou Mbombo Njoya. An unprecedented event which will make some seasoned observers of Cameroonian football say that CAF does not seem convinced of the legitimacy of the boss of its Member Association.

Indeed, the Framework Agreement is a contract between CAF, holder of the competition rights and the host federation. What happened in Yaoundé on October 22 is a first. «  Never in the history of this competition, CAF initialed this document with a government », Loose an analyst. For him, the fact of having authorized the Minister of Sports to sign this agreement is a form of disavowal towards the one who nevertheless represents the host federation.  » The CAF, he said, clearly shows that Cameroon is an exceptional case and that the president of its member association (Fécafoot, Editor’s note) does not enjoy total legitimacy. Allowing the Cameroonian government to sign this agreement is a sort of guarantee for CAF, in the event that Seidou Mbombo Njoya, whose election was annulled, were to be expelled from Fécafoot as certain actors wish. This is the reason why it is Mr. Mouelle Kombi and not Seidou Mbombo Njoya who signed on behalf of Cameroon. « .

On the evening of the ceremony which saw the presence of several members of the government, the Cameroonian sports boss has indeed published an unequivocal message on his Facebook page:  » Today, October 22, 2021, in the meeting room of the Polyvalent Sports Palace in Yaoundé, on behalf of the Cameroonian party, I signed the Framework Agreement between the African Football Confederation CAF (represented by its 1st vice-president Me Augustin Senghor), the State of Cameroon and the association of the host country, Fécafoot « . For Abdouraman Hamadou, this leaves no doubt: “ it is he who hired Cameroon under this contract, he said. Unless I’m mistaken, Fécafoot is part of the Cameroonian part « . The president of Etoile Filante de Garoua, who is also the main actor in the challenge of the Executive in place at Fécafoot, is categorical:  » It is therefore the first time in the history of CAN that a member of the government signs such an agreement in place of the host federation. This happens quite simply because Mr. Seidou Mbombo Njoya is president of Fécafoot only in certain media and in the minds of certain people. But in real life, he cannot validly engage the Fécafoot « .

Note that the interim president of Fécafoot and his entire Executive Committee received a summons from a bailiff on October 19, commanding them to vacate the offices of the body based in the Tsinga district in Yaoundé. The initiator of this action, the senator Albert Mbida, appointed at the head of a Provisional Management Committee of Fécafoot by members claiming to be of the General Assembly of 2009 announces a meeting at the seat of the authority this Tuesday, October 26.
